This is what the OpenI18N standard says about diff:
Conforming implementations shall provide the following utilities to
process text as specified in [XCU5].
[ Follows a list of common utilities which includes "diff" ].
XCU5 refers to:
The Single UNIX Specification, Version 2
Command and Utilities, Issue 5.
(aka POSIX, if I'm not mistaken).
Paul Eggert says POSIX does not require that standard utilities must
support multibyte locales. AFAIK, this is the relevant page:

I see no requirement of multibyte characters or anything like that, so
until I see some evidence in contrary (and I mean something real to discuss
about it, not a failure in a test suite), this is a wishlist item.
