I just added a diff from 2.2 to 2.3 beta 3:

(There is a little bit of noise in there due to some initial
translation bugs to SGML from the original nroff source)

It looks like the freestandards.org nameservers are both down at the
moment.  Might still be cached in some places though. Keep a copy of
the IP addresses while you have them :-)

I think the main problem with placing them directly in the root
directory is the increasing number of directories that are going to be
created due to more types of removeable media - eg zip drives, usb
keys, etc.
