Well, I guess the main thing is finding people willing to participate.
So publically announcing your plan and getting in touch with interested people.
Then finding a place and time to meet.  I see there's no hackerspace in Nepal
listed at https://wiki.hackerspaces.org/List_of_Hacker_Spaces , but I guess there
would be some other suitable places to meet in Nepal.

I guess you could start by announcing at Kathmandu University Computer Club,
obviously?  And upcoming UbuCon might give you some new contacts?

In the past, there was lots of activity in Linux User Groups; there are still
some resources online about that.  The tasks and challenges of starting a
Debian Local Group are similar to those there were in the past when starting a
LUG, I guess.
