Bug#1111214: solution for localization bug in live-build

Hi,
i saw that live-build is marked for autoremoval because of this 
localization bug. please consider to not remove live-build and use the 
hook edition solution to fix this bug

> 1020-create-locales-files.hook.chroot and comment the locale command :
