Bug#1111214: locale C.UTF-8 solved by editing 1020-create-locales-files.hook.chroot

Hi,

i've solved this bug by editing the 
1020-create-locales-files.hook.chroot and comment the locale command :

```
$ cat config/hooks/normal/1020-create-locales-files.hook.chroot
#echo "LANG=C.UTF-8" >/etc/default/locale
touch /etc/environment
```

after this edit, the locale is correctly configured after installation
