Dear Maintainer,

the live-build manual suggests to put hooks in the config/hooks/ directory (see
https://debian-live.alioth.debian.org/live-manual/stable/manual/html/live-manual.en.html#516).

However, those are not taken into account. This is due to the fact that the
scripts /usr/lib/live/build/binary_hooks and /usr/lib/live/build/chroot_hooks
only execute the hooks put in the config/hooks/normal/ and config/hooks/live/
directories.

This regression appreared when migrating from jessie to stretch (i.e. putting
hooks in config/hooks/ worked well in jessie).
