I thought that the daily netinst image [1] is based on testing/trixie, not on sid (due to its filename). In such case, having bug#1091366 raised to 'serious' would have been sufficient to prevent the issue from popping up in testing.

The URL to the netinst ISO file (depending on the path you take [1] or [2]) contains sid, so there is some confusion about whether the image is based on sid or trixie.

It turns out that the udebs for cdebconf are already at 0.275 in the testing netinst image. [3]

The daily installer image [4] is also based on sid, as the version from the cdebconf-udebs shows.

So: I'm confused about the desired content of the daily netinst image.

If all is based on sid/unstable, then it is to be expected that occasionally something breaks (and for that, e.g. openQA helps). If it should have been testing, then something is going wrong here.
