The live image contains many locales, which allows Debian to create only a single image for all those locales. When you install from the live image, you'll get a copy of the live image on your hard disc, minus the things that are specific to booting live images. This means that all locales will be available for you as well. If you only want to have some specific locales, you'll need to customise the installed image, as you have done.

You can remove them all at once by the following procedure. After removal, reinstall firefox-esr-l10n-en. (The same problem occurs with libreoffice-help-*.)
This is a situation not intended by the user, so it is considered a bug.

I consider this to be a feature :-)

However, given that you are not the first to wonder about the amount of localisation packages, this bug report could be considered to become a feature request: have the installer(s) ask which locales you would like to keep.
