Bug#862560: debian-live: GNOME Software in Debian Live lists only installed packages

Dear Maintainer,

   * What led up to the situation?
Launch GNOME Software in Debian Live.
Only "Installed" tab show packages.
The "All" tab only show "Editor's Picks" on the top, the rest is blank.

   * What exactly did you do (or not do) that was effective (or ineffective)?
I launch the command "sudo apt update".

   * What was the outcome of this action?
After launch this command, the "All" tab is still blank.

   * What outcome did you expect instead?
Show all packages.
