I've been thinking about this a little. I'm not sure I'd class this as a bug.
I posted this to advise people that at least 1 Windows tool has different options and if they choose the wrong option it wont copy over to a usb properly. Thus the recommendation of putting information like this into a wiki.
Windows users who are considering migrating to Debian sometimes need information like this so they don't get bogged down trying to work out what tools work and how to use them and then give up thinking it's to hard to even put it on a usb. I know when I started using Linux in 2007 after trying to, unsuccessfully, install RedHat7 I wasn't going to spend much more time on trying to install a Linux OS that took more time to try to get working than a full reinstall of Vista (which was a pain to) took. Luckily I come across a good guide on how to install Debian based distros but it wasn't from Debian, Ubuntu, or Mint and I had to actively search out the information rather than just find it on the OS's website.
