The Debian Installer builds udebs which contain the bits for the installer,
which includes kernel modules that are built for specific kernels. The
installer doesn't usually benefit from having a newer kernel and in order to
have less breakage with untested new things, newer kernels are generally
only available via backports. In testing, there are times when the kernel
versions will differ and multiple kernel versions are available
simulatenously.
