What version of live-build are you using? I think
live-build 4.x and more recent versions do not support Ubuntu
mode anymore.

If you are trying to build an Ubuntu image with
live-build I recommend you to use an Ubuntu host and use the
live-build version present in the Ubuntu repositories, which is
version 3.~57 and is maintained by the Ubuntu developers and not
supported here officially. That version of live-build on a
Ubuntu host will build you an Ubuntu image without problems.
