How you come up with the list is not as important as having a team independent of the live team to make them into one or more metapackages and maintain them. Even whether you call that a blend or not is not as important as having people make that commitment of long term maintainership of rescue.

Rescue was trimmed from live-images in the first place because it doesn't fit with the goal of those images, which was to provide live flavors equivalent to what a user would get by default installing Debian. The live team has no special interest in being the arbiter of what does it does not go into each image on a package by package basis. That's better suited to a blend, with a special interest in serving a particular group of users with a common set of needs.
