Bug#802223: live-config: 0170-systemd hangs during boot

If the live-config systemd component is activated, the live-config job
hangs.

I suspect it is a problem with dependencies, in particular with
the getty@tty1.service, since if the line

systemctl restart getty@tty${NUMBER}.service

is commented out in /lib/live/config/0170-systemd the boot proceeds
(but the autologin is not performed).
