Include udeb from repository

Hi,

Is it possible to include a udeb retrieved from a repository (instead of 
including the built udeb in config/packages.binary)?  I tried adding the 
repository to config/archives and adding the package to 
config/package-lists/x.list.binary, but it seems the build tries to use 
apt to install it and fails.
