isolated local mirror?

Hi all

I'd like to speed up downloads using a local mirror, as suggested here:

I know only how to create a local mirror which is visible by my system installed apt. But this is not what I want, as my system is running sid and I want to create an ISO based on stable (jessie). I don't want to bother with pinning.

There are better options?
