agreed; in git, the code can now check for the host system packages
properly.

I feel that 'depends' is the correct section to place it in, since it is necessary for a significant portion of functionality (installer and live fs firmware components), as per debian policy.

wget is not needed for basic live system building, thus recommends is
the right place for wget here.
