Currently 9990-networking.sh relies on DHCP only to fetch a squashfs image over the network.  If the IP param 
has been set on the command line, that information could be prioritized first to bring the initramfs on the network
so that the filesystem.squashfs could be fetched, and then reuse the IP again for live-configfor configuration.  

This would be ideal for environments without DHCP where the networking information can be populated on the kernel
command line via various tools like iPXE.
