Free & nonfree ISOs exactly the same??

Why is there no difference between the free and nonfree ISO images? For
example..

debian-live-7.4-i386-xfce-desktop.iso
..and..
debian-live-7.4-i386-xfce-desktop+nonfree.iso

..are exactly the same size, and the nonfree one doesn't actually have any
nonfree firmware on it. It's been this way since at least 7.0, that I know of.

Is there a place I can get live, installable ISOs that do actually have the
nonfree firmware? Or a fairly easy way to make one myself? It would save a
lot of time & effort when installing.

Thanks.
