Futher analysis shows that the gnuplot issue (and also an issue in getting a package only specified in the list that has no reverse dependencies to *not* be installed by removing from package lists -- removing a package from the package list and doing lb clean is insufficient) is a result of 'lb clean' vs. 'lb clean --purge' being insufficient to stop a package from getting installed into the chroot. This is likely due to some caching issue. It seems that 'lb clean' does more than just leave the .debs available for reuse (since downloading an entire image's worth of package every time is painful even with a fast link and high (at least for the locale) bandwidth cap).
