which is ok, local udebs (or udebs with higher version number) are
prefered and are used instead.

rootskel-gtk is in the initrd, you need to rebuild d-i (preferably) or
the initrd (at least) for that.

note that the right place for d-i question is debian-boot@lists.d.o.
