i think that the file must be saved in:

config/hooks/99-firefox.chroot

(i recommends that prefix your hook with numbers, will support run it
sorted)

my case:
https://github.com/HuayraLinux/live-cd/blob/master/installer%2Blive/config/hooks/50-alternatives.chroot

or in live hooks (on live booting stage):

config/includes.chroot/lib/live/config/99-firefox
