Yes, but Debian no longer builds 686 non-pae kernels. There doesn't seem
to be any compelling reason to use a non-pae 686 kernel vs. using a 486
kernel. See:

"these processors not supported by the 686-bigmem flavour seem to gain
performance with the 486 flavour"?
