We have some proof-of-concept code for this in Tails:

  - design documentation:
    https://tails.boum.org/contribute/design/persistence/#additional-software-packages

  - end-user documentation:
    https://tails.boum.org/doc/first_steps/persistence/configure/#additional_packages

There's quite some room for improvement, though. We've recently got
some good ideas on how to make this more user-friendly and more
secure. I expect these ideas to be dumped to the relevant ticket
within the next few days:
https://tails.boum.org/todo/remember_installed_packages/

Hopefully this stuff gets good and generic enough, some day, to be
added to Debian Live somehow.

Cheers,
