Hardware clock: /etc/adjtime - how to configure it

Hi,

Regarding hardware clock:
Since UTC/LOCAL parameter migrated from /etc/default/rcS to /etc/adjtime,
is there any way to configure this at build stage? Like preseed or
with dpkg-reconfigure?

If I put ready /etc/adjtime to includes.chroot, it gets overwritten
when system boots.
