Adding user to some other groups

Hello,

I'm building a live usb stick which uses some Comedi hardware. the Comedi 
drivers produce device nodes with group "iocard" having read/write perms. It 
would be great if I could think of a way to add user to group iocard, but 
making a chroot hook with adduser user iocard won't work - because user 
doesn't exist at build time?

Is there a good way to do this, or will everything end up having to be sudo'd?
