when using cdn.debian.net, this can point to any sort of broken mirror.
please consider a) overwriting cdn.debian.net in your local dns to a
known good mirror, b) configuring an explicit mirror for the binary
indices through lb config, c) ask the specific mirror admin to fix their
broken server and/or d) ask cdn.debian.net maintainers to take the
broken mirror out of the rotation.
