Ok. I get some random mirrors from this list. Let see:

In this mirrors no file "Packages". Just:
Packages.bz2
Packages.gz
Release
All official tools correctly work with this mirrors. Live-magic not.
I try to create image from http://ftp2.fr.debian.org. And I get:
