i'm not so fond of the name 'manifest', that's why i've changed it to
'packages' in the subsequent commit. this is more congruent to what we
already have had in lh.

 Ubuntu uses .manifest for its images plus ubiquity requires the .manifest file to work correctly. On IRC, you suggested separate behavior for Ubuntu and Debian as a solution to this. However, I want it to have the same behavior/name to make it easier to compare Debian and Ubuntu builds.

 I think we should just choose .manifest since it means ubiquity will work instead of bike shedding over the name.

 As a compromise, I'd also be fine if we rename it back to .manifest but also re-add the packages.txt file with the same format as before.
