Bug or feature? - System-directories in chroot owned by user, not by root

Hello,

I'm using lh_build on debian lenny as root.

It seems, that in chroot (-> on the live-cd, too) the owner of important
system-directories like /usr, /lib, /bin, /sbin etc. and their
subdirectories is not root but an user (uid 1000).

There are no problems with the live-cd because of that.

But if i copy the system from the squash-fs to another device as base
for a new debian system, this new system is not working correctly
because of this - for an persistent system dangerous - settings
(espacialy there are problems with gksu, su etc.).

Is this a problem of my config, a bug or a new feature? ;)

Greets,
Markus
