You are right, it works for X, but not for the console... For example with 
"keyb=fr", the X keymap will be correct but not the console keymap. And with 
"keyb=fr-latin1" the console keymap will be correct but not the X keymap...

I think you can override the "template" of menu.lst for your project, check 
the /usr/share/live-helper/templates/grub directory for the default template. 
I think you can use the "template" directory in your project to override it.
