[PATCH] Fix --apt-pdiffs disabled being ignored.

Unlike APT_OPTIONS, APT_PDIFFS is public, so should be called
LH_APT_PDIFFS when parsing options, so that config/common is generated
properly (especially when the opposite of the default is specified).
