Building live-initramfs - dh_prep: Command not found

I'm on a debian etch system with the unstable sources added to my
/etc/apt/sources.list 

When I run:

$ cd live-initramfs
$ dpkg-buildpackage -rfakeroot -b -uc -us

.. the build fails with:

dh_prep: Command not found

This error may be due to my debhelper being the etch version.

So, I tried:

# apt-get install -t unstable debhelper

.. and apt wants to upgrade pretty much everything apt to what I believe
is the unstable version.

Naturally, I said "no" .. pending further advice.
