Bug#421284: Should fail earlier when debian-live/chroot is on a "nodev" partition

Hi!

lh_bootstrap fails when the partition where lies "debian-live/chroot" is
mounted with the "nodev" option.

This is not a problem per se, but a test at the beginning of the helper
would be be better than a hard to understand failure. :)
