User not known to the underlying authentication module

Hi

         S89atd -> ../init.d/atd
after atd start ,
the below service start ,
S89cron -> ../init.d/cron
S99rmnologin -> ../init.d/rmnologin

then the error :"User not known to the underlying authentication module"

any user can't login (the login prompt don't appear) , the system halt
