Bug#396813: live-package: policy-rc.d is created empty

The 12patch.sh script creates an empty /usr/sbin/policy-rc.d file.

The problem is that the script uses at line 38
  echo > "${LIVE_CHROOT}"/usr/sbin/policy-rc.d <<EOF
instead of
  cut > "${LIVE_CHROOT}"/usr/sbin/policy-rc.d <<EOF
