    Remove stray-devhelp-documentation

This has not been needed since devhelp 41 from 2021
which supports .devhelp* files in /usr/share/doc/

The devhelp app will be removed from Debian soon
and will be replaced by the new GNOME Manuals app
which still supports .devhelp2 files in the usual locations

There aren't don't appear to be any .devhelp2 files that are
installed in locations that Manuals or Devhelp don't search,
so this seems to be a useless check
