Bug#1033294: lintian: detect and warn about Python 2 related paths within packages

As guidance for potential contributors: it looks like the logic for the
existing 'python-module-in-wrong-location' check (mentioned in the mailing list
thread) is here:

Each lintian check should include accompanying test coverage; there is some
Debian package scripting to create good and bad install paths that are suitable
for test purposes here:
