Bug#1003668: lintian: FP missing-build-dependency-for-dh-addon with pybuild-plugin-pyproject

Hello,

Recently, Python PEP-517 build plugin pybuild-plugin-pyproject has been
introduced [1]. This means that some packages will build-depend on
pybuild-plugin-pyproject instead of dh-python, as
pybuild-plugin-pyproject depends on dh-python. Thus packages depending
on pybuild-plugin-pyproject should be exempt from
missing-build-dependency-for-dh-addon lintian error.

Observed when running lintian 2.114.0 on poetry 1.1.12+dfsg-1.
