Bug#1002936: lintian: False positive missing-pkg-php-tools-addon when using dh-sequence-phpcomposer

Dear Maintainer,

The pkg-php-tools package provides dh-sequence-phpcomposer as an
alternative to "dh --with phpcomposer". Using it, however, makes Lintian
warn about "missing-pkg-php-tools-addon phpcomposer".

I expect the dh-sequence-phpcomposer build-dependency to also satisfy
this check.

The same probably goes for "missing-pkg-php-tools-addon phppear" w.r.t
dh-sequence-phppear, but I haven't confirmed it.
