Bug#1022792: lintian: Hyphen in upstream version causes false positive in bad-jar-name check

Dear Maintainer,

While performing an initial build for libzstd-jni-java I discovered that
lintian was giving a false positive for the package. I verified manually
that the jar file is named correctly. My package uses an upstream
versioning convention that includes a hyphen and I belive that this
convention is breaking the test's regex[1].

Please let me know if there's any additional information that you need.
