Bug#1000148: lintian: improbable-bug-number-in-closes needs updating

Hello,
improbable-bug-number-in-closes is false-positive now since bug numbers
have just hit 1000000. The problem could be fixed (for example) by replacing
max-bug = 1000000
with
max-bug = 2000000
in /usr/share/lintian/data/changelog-file/bugs-number.
By the way, the explanation of this lintian warning is confusing: it
says "The most recent changelog closes a low-numbered bug number." while
it can also be a high-numbered bug number.
