I think the diff only changes the base packages to debian 11, e.g. the
kernel, apparmor packages.
However docker in the vm should always be latest,
https://gitlab.com/gitlab-org/ci-cd/docker-machine/-/blob/main/libmachine/provision/utils.go#L27

It's better that salsa admin could check what happens on the runner vm.
