Bug#991955: lintian: Check for incorrect Maintainer/Uploader fields for known packaging teams

Dear maintainers,

There is currently code in lib/Lintian/Check/Fields/Maintainer/Team.pm
to check if a team-maintained package ends up in the wrong team.

It would be nice if it were possible to issue another tag when a
team-maintained package uses the wrong email contact, or has the right
email contact but the wrong name.

For example, mathlibtools was recently uploaded to NEW [1] as part of
the Python Team, but used the wrong email contact
(<debian-python@lists.debian.org> instead of the correct
<team+python@tracker.debian.org>).

I'm sure that kind of mistake happens all the time and it would be nice
to be able to lint for it.

If code is added for this new tag, I'd be happy to scour the archive and
provide you with a list of the many teams in Debian.
