OK, I got away for konsole with the following:

konsole-dbgsym: stripped-library usr/lib/debug/.dwz/x86_64-linux-gnu/konsole.debug 
konsole-dbgsym: non-debug-file-in-debug-package usr/share/lintian/overrides/konsole-dbgsym

=== debian/rules ===
execute_before_dh_lintian:
        mkdir -p debian/.debhelper/konsole/dbgsym-root/usr/share/lintian/overrides/
        cp debian/konsole-dbgsym.lintian-overrides debian/.debhelper/konsole/dbgsym-root/usr/share/lintian/overrides/konsole-dbgsym


Sub-optimal to say the least. :)
