lintian should generate a warning/error when a package is shipping a
systemd service file but is not calling the init-system-helpers scripts,
especially for the services containing an [Install] section.
For services that do not contain an [Install] section, this requested
test should probably be skipped. Example: a service file shipped to be
activated by a systemd timer, not something intended to be running as a
daemon.
(I'm hitting problems with this assumption in other Lintian tests, hence
finding this wishlist bug)
