This is a bug in Perl:

The issues have been open since 2007 and 2011. We do not currently
have a plan for mitigation.

One way would be to drop the global PerlIO encoding layer for UTF-8
and instead use Unicode::UTF8::encode_utf8 explicitly, everywhere.
That would generate a fair amount of work, though.
