The decision by FTP masters is totally independent of the license change
for OpenSSL 3.0. In fact the same policy has been applied by Red Hat/Fedora basically
since forever, see http://meetbot.debian.net/debian-ftp/2020/debian-ftp.2020-03-13-20.02.html

And even with the license change in OpenSSL 3 to the Apache license 2, this
would still be an "issue" for any code base which is GPL-2 only.
