Bug#971443: Please detect use of gengetopt without a b-d

I found a package whose upstream sources ship both gengetopt input,
and gengetopt output.  See

I think it might be worth looking for this in lintian.  Conditions
would seem to be:
 * package appears to make use of gengetopt
   (best guess is that source has file called .ggo ?)
 * no build-dependency on gengetopt

I'm not sure if there is a canonical way to tell whether the build
actually uses gengetopt.  Ideally there would be a test somewhere that
the build fails if it is not installed but that seems like it isn't
something lintian could do.
