Bug#966817: New dependency on lzip not documented in changelog

I have added the following to the changelog entry to 2.85.0:

   * Add lzip to Depends and Build-Depends. Due to a particularity in the
     implementation of safe_qx via IO::Async it was not recognised as a
     requirement until now.

Unfortunately, the commit that made this change not only had a
"Gbp-Dch: ignore" line, even if this was absent the first line of the
commit would not have included enough context or justification.
